Сегодня ваш покорный слуга волею судЕб побывал на заседании рабочей группы по налогам и бюджету при бизнес-омбудсмене Москвы Татьяне Сизовой.
Слушал внимательно выступления, обсуждения, различные предложения: налоговые режимы, платформенная занятость, бюджетные вопросы, пробелы в законодательстве – все темы реально непростые, и готовых ответов на все нет, разумеется, так как везде свои нюансы и свои сложности и сроки.
Но что мне понравилось: люди не просто констатируют, что система работает неправильно или неидеально. Они разбирают конкретные ситуации, спорят(иногда даже горячо), ищут варианты решений, предлагают изменения. Где-то действующие нормы не учитывают новые реалии, где-то возникают противоречия, где-то закон можно уточнить так, чтобы проблема перестала быть проблемой. И это вселяет… не надежду, скорее, спокойствие какое-то или даже уверенность, что не все еще потеряно и что институт омбудсменский не зря свой хлеб ест.
Конечно, от обсуждения до изменений может пройти немало времени (у нас всё не быстро), и не каждое предложение будет реализовано. Но важно, что за столом Сизовой есть люди, которым не все равно, которые знают проблемы не понаслышке и готовы заниматься поиском решений, порой, дюже не простым поиском. Вот это как раз было очень хорошо заметно.
