- Сентябрь и октябрь показали, что Бату Хасиков стремится укреплять свои позиции сразу по нескольким направлениям. Это внутренняя политика, культурно-духовная повестка и управление экономикой. Причем речь идет не просто о наборе мероприятий и рабочих встреч. Главный вопрос — насколько глава Калмыкии способен объединить эти направления и превратить политические возможности в практический результат для республики.
Первый важный показатель — избирательная кампания. По сравнению с 2021 годом Калмыкия, на мой взгляд, сделала заметный шаг вперед. Хасиков продемонстрировал способность консолидировать местные элиты и группы влияния вокруг курса президента. Для оценки главы региона это существенно: важно не только транслировать федеральную повестку, но и добиваться того, чтобы она становилась основой согласованной работы внутри республики.
При этом консолидацию не стоит путать с отсутствием конкуренции. Протестное голосование и его выражение через избирательные процедуры сохранилось. Но в Калмыкии удалось удержать это в легитимных рамках, что подтверждает устойчивость региональной системы. Укрепление позиций «Единой России» я бы рассматривал именно в этом контексте.
Второе направление — культурная и духовная повестка. Здесь я бы выделил мероприятия, посвященные 80-летию Явления Христа Спасителя в Элисте. Вместе с III Международным буддийским форумом 2025 года они показывают, как Бату Хасиков использует культурное и религиозное многообразие Калмыкии для укрепления ее места в общероссийской повестке. Причем речь идет не просто о проведении двух крупных событий. Их объединяет важный смысл: сохранение собственных традиций и укрепление единства народов России не противоречат друг другу. Буддийское наследие и православная святыня становятся основой для разговора об общей истории, взаимном уважении и духовных ценностях. Для многонациональной республики это особенно значимо.
На мой взгляд, Хасиков демонстрирует умение работать со смысловой повесткой. Он представляет Калмыкию не как обособленный регион с уникальными традициями, а как часть страны, чья самобытность дополняет общенациональное единство. Именно в этой связке — значение и буддийского форума, и празднования 80-летия Явления Христа Спасителя в Элисте.
В хозяйственной сфере ситуация сложнее. Как и другие регионы, республика сталкивается с бюджетными ограничениями. Это означает, что цена управленческой ошибки возрастает, а требования к расходованию средств и качеству инвестиционных решений становятся выше. В таких условиях недостаточно объявить о проекте. Необходимо обеспечить его сопровождение, финансирование и исполнение.
По характеру рабочих встреч и поручений заметно стремление Хасикова глубже включаться в экономические вопросы и усиливать контроль за расходами. Я бы оценивал это как движение в правильном направлении. Но личная вовлеченность главы должна дополняться системой, в которой правительство и профильные ведомства отвечают за конкретные сроки и результаты. Иначе ручной контроль рискует остаться главным способом решения хозяйственных задач.
Международная активность, в том числе контакты с Катаром, дополняет эту картину. Для республики внешние связи — возможность расширить круг потенциальных партнеров. Однако переоценивать сам факт переговоров тоже не следует. Их значение будет определяться тем, удастся ли перейти к конкретным договоренностям и проектам, отвечающим интересам Калмыкии.
В целом рассматриваемый период я бы оценил для Хасикова положительно. Он продемонстрировал способность укреплять политическую консолидацию и использовать культурную самобытность региона для решения более широких задач. Но для дальнейшего укрепления его позиций в Национальном рейтинге губернаторов определяющим станет хозяйственный результат. Главный вопрос — насколько накопленные политические и внешние связи превратятся в инвестиции,
Премьер-министр Михаил Мишустин назначил Алексея Корчина заместителем министра строительства и ЖКХ. В Минстрое он будет отвечать за инфраструктурное развитие и восстановление новых регионов.
