Начались чистки в мэрии Хабаровска после избрания мэра Сергея Кравчука депутатом Госдумы. В связи с утратой доверия был уволен его бывший заместитель – директор департамента архитектуры, строительства и землепользования Олег Сутурин. Мэрию он покинул еще в апреле – по собственному желанию, – но 8 октября формулировка расторжения трудового договора была изменена на негативную для экс-вице-мэра.
Причиной увольнения по утрате доверия стало неприятие Сутуриным, являющимся стороной конфликта интересов, мер по предотвращению или урегулированию конфликта интересов. Как выяснилось, его должны были уволить из мэрии еще зимой, но вместо этого начальство объявило чиновнику выговор. Кравчук не стал подставляться, на соответствующем распоряжении стоит подпись и.о. мэра Хабаровска. После этого Сутурин уволился сам.
С решением мэрии не увольнять чиновника не согласилась прокуратура и обратилась в суд с требованием признать незаконным решение комиссии по соблюдению требований к служебному поведению муниципальных служащих и урегулированию конфликта интересов и изменить формулировку увольнения. Суд удовлетворил иск.
Сутурин проработал в мэрии около трех лет, до этого возглавлял Минстрой Хабаровского края. Ранее на протяжении длительного времени был руководителем краевого комитета Госстройнадзора. В середине октября вернулся в Минстрой на должность замминистра. Источник «Незыгаря» в Хабаровском крае уверен, что ненадолго.
В целом в Хабаровске ждут возбуждения уголовных дел, связанных с работой экс-мэра Кравчука и его подчиненных. Губернатор Хабаровского края бывший заместитель генпрокурора Дмитрий Демешин регулярно критиковал Кравчука, заставлял его увольнять заместителей и угрожал увольнением ему самому. Впрочем, экс-мэра, получившего вместе с депутатским мандатом неприкосновенность, уголовное преследование едва ли коснется.
Центризбирком рекомендовал к назначению руководителей новых составов 32 региональных избиркомов. Большинство действующих руководителей сохранили свои должности. Перестановки пройдут только в 6 субъектах.Изменения затронули Дагестан, Коми, Белгородскую, Кировскую, Новгородскую и Сахалинскую области.
В нескольких субъектах перестановки связаны с переходом руководителей избиркомов на другие должности. В Дагестане Магомед Дибиров после 17 лет работы возглавит аппарат главы республики, а в Белгородской области Игорь Лазарев может стать вице-губернатором по внутренней политике. Новое предложение от губернатора получила и председатель сахалинского избиркома Виктория Черкасова. На смену им рекомендованы действующие сотрудники комиссий – Саида Халидова, Владимир Троян и Павел Сиваконов соответственно. В Коми и Новгородской области, напротив, рассматриваются представители региональных администраций – Александр Калинин и Евгений Шаваев.
В Кировской области ЦИК отказался переназначать Галину Буркову. Решение связывают со скандалом на сентябрьских выборах: в округе №25 из 32 тыс напечатанных бюллетеней оказались исключены два зарегистрированных кандидата, из-за чего результаты голосования пришлось отменить.
В одних субъектах сохраняется внутренняя преемственность, в других руководство переходит к чиновникам из внутриполитических блоков губернаторских администраций. При этом большинство перестановок связано с карьерными перемещениями. Окончательное формирование комиссий еще предстоит губернаторам и региональным парламентам.
Евросоюз не будут приглашать на трёхсторонние переговоры по Украине, заявил пресс-секретарь Кремля Дмитрий Песков. По его словам, ЕС занимает «провокационную позицию», направленную на продолжение конфликта, поэтому такие участники нам не нужны.

В качестве возможной площадки для консультаций рассматривается Абу-Даби, где представители сторон могут продолжить обсуждение условий будущих договорённостей.
