How the quality index is calculated
На Втором российско-китайском энергетическом диалоге в Петербурге эксперты двух стран обсудили не только привычные газовые поставки, но и освоение ресурсов Ямала, Северный морской путь, арктический энергетический коридор и трансграничные маршруты в Северо-Восточной Азии. Речь шла о низкоуглеродной энергетике, цифровых технологиях и кооперации на рынках третьих стран, а сухопутные трубопроводы из Центральной Азии назвали более стабильным каналом, чем морские пути.
Для внешней торговли это означает сдвиг от простых поставок к совместным проектам, где маршруты и переработка завязаны на обе стороны. Сухопутные трубопроводы и арктические коридоры снижают зависимость от морских путей, но одновременно привязывают цепочки к новой инфраструктуре, которая ещё не достроена. Пока это экспертный диалог, а не подписанные контракты, однако именно такие площадки формируют карту логистики, по которой будут идти грузы в ближайшие годы.
ЕЭК готовит проект, который обяжет органы по аккредитации проверять не только сам сертификат или декларацию, но и протоколы испытаний, на основании которых они выданы. Если у одной страны ЕАЭС возникнут сомнения в достоверности протокола, запрос уйдёт в орган той страны, где оформлялись документы, и там обязаны провести проверку за 10 рабочих дней. Сроки обмена информацией по жалобам тоже сократят, местами в пять раз. Причина в накопленном недоверии к результатам аккредитации и к тому, как органы по сертификации подтверждают безопасность товаров. Для импортёров, чьи товары идут с документами, оформленными в Казахстане, Беларуси, Армении или Кыргызстане, это означает дополнительный фильтр. Наличие зарегистрированного сертификата больше не гарантирует, что к нему не возникнет вопросов, а проверка протокола может растянуть выпуск товара на границе. На практике протоколы испытаний должны реально существовать, совпадать с данными реестров и храниться в доступном виде, а копии материалов испытаний могут потребоваться в любой момент.

Новый банк развития в 2027 году может возобновить кредитование российских проектов, и в федеральный бюджет уже заложены поступления в размере 84,4 млн долларов. Защитные каски из пластмассы обложат 15%, торговые автоматы с нагревательными или охлаждающими устройствами тоже 15%, радиоприёмники кассетного типа 11–13%, а промышленное оборудование, включая пневматические подъёмники и конвейеры, 13%. Отдельные виды запорной арматуры, электродвигатели мощнее 375 кВт и специальные фотокамеры получат ставку 5%.
ЕЭК объяснила пересмотр ростом объёмов поставок на фоне существенного снижения импортных цен и задачей защитить производителей союза. Специальные ставки установлены до 30 сентября 2027 года, поэтому речь идёт об ограниченной по времени мере, а не о бессрочном изменении тарифа. Для внешнеторговых операций это означает, что ввоз перечисленных категорий подорожает уже с ноября, а расчёт платежей придётся вести с учётом минимальной ставки за килограмм, если процент от стоимости окажется ниже. Товарные позиции в двух решениях ЕЭК различаются, поэтому проверять применимую ставку нужно по конкретному коду ТН ВЭД.
Миграционный учёт переходит на электронный контроль
Приложение «Амина» передаёт МВД данные о местоположении телефона иностранного гражданина, и сейчас этот механизм работает в Москве и области в рамках эксперимента до сентября 2029 года. Совбез предлагает поэтапно распространить опыт на другие регионы, а отсутствие данных о геолокации более трёх рабочих дней означает снятие с учёта по адресу миграционного центра. Если законных оснований для пребывания нет, человека вносят в реестр контролируемых лиц, и легально находиться в России он уже не может.
Для компаний, где работают иностранцы из безвизовых стран, это оборачивается новой зоной ответственности, поскольку следить за передачей геоданных приходится уже не самому мигранту, а работодателю. Телефон разрядился, приложение дало сбой или сотрудник уехал в другой регион без перерегистрации, и его снимают с учёта, а бизнес теряет кадр и останавливает процессы. Пока приложение не стало обязательным за пределами столичного региона, у предприятий есть время выстроить внутренний регламент и решить, кто именно будет отвечать за техническую сторону вопроса, но курс на электронный миграционный учёт уже задан.
В грузоперевозках уже действуют новые правила: с 1 сентября перевозочные документы необходимо оформлять в электронном виде.
Переход затрагивает всех участников перевозки, а готовность к нему складывается из множества деталей: подключения к оператору, электронных подписей и МЧД, готовности сотрудников и контрагентов, отработанных сценариев работы с документами.
