Заказчиком выступал Минсредмаш - ведомство, связанное с атомной промышленностью и секретными разработками, поэтому к надёжности предъявляли повышенные требования.
Архитекторы В. Бабад и В. Воскресенский реализовали проект в эстетике брутализма: массивные формы, открытая фактура бетона, масштаб, который впечатляет. Длина здания - 400 метров. При этом конструктивные решения были строго функциональны: углы фасадов 87° и 93° - это расчёт на устойчивость, а бетон поставляли с оборонных предприятий.
Строительство длилось с 1972 по 1986 год - целых 14 лет. За это время часть дома уже заселили, а в центральных секциях ещё только вели основные работы.
