How the quality index is calculated
IV Всероссийский конгресс по комплексному развитию территорий в Калининграде
В Калининградской области в эти дни проходит IV Всероссийский конгресс по комплексному развитию территорий. Министр имущественных и земельных отношений Ростовской области Кирилл Баранчук представляет Ростовскую область. В рамках конгресса проходят дискуссии, посвященные оценке эффективности института КРТ, существующим барьерам, мерам поддержки, а также формированию инженерной, транспортной и социальной инфраструктуры.
Особое внимание уделяется лучшим практикам работы с объектами культурного наследия (ОКН). Опыт Калининграда и Рыбинска в этой сфере вызывал широкий интерес участников. В рамках программы показаны результаты работы по вовлечению исторических объектов в хозяйственный оборот города Рыбинска, в том числе с использованием инструментов искусственного интеллекта для анализа и планирования.
Ростовская область в данном направлении уже сделала практический шаг. Минимущество Ростовской области приняло механизм «аренды за рубль» для объектов культурного наследия, находящихся в неудовлетворительном состоянии. Инвесторы получают такие здания в долгосрочную аренду (до 49 лет) через аукцион со стартовой ставкой 1 рубль в год, при этом берут на себя обязательства по разработке проекта реконструкции и проведению работ по сохранению объекта в установленные сроки.
Мы не останавливаемся и продолжаем изучать лучшие практики работы с объектами культурного наследия. Опыт Калининграда и Рыбинска наглядно показывает, как комплексный подход и современные цифровые инструменты помогают вовлекать исторические объекты в хозяйственный оборот и возвращать им экономическую и социальную жизнь. При этом важно учитывать, что объекты культурного наследия расположены не только в исторических центрах — они есть в разных городах, районах и населенных пунктах Ростовской области. Механизм аренды за рубль уже действует на региональном уровне, и наша задача — обеспечить его эффективное масштабирование в муниципалитетах, чтобы инвесторы приходили к таким объектам на понятных и долгосрочных условиях — прокомментировал министр имущественных и земельных отношений Ростовской области Кирилл Баранчук.
В Аксайском районе состоялось выездное совещание по вопросам муниципального земельного контроля
23 октября 2026 года в Администрации Аксайского района прошло выездное совещание по вопросам повышения эффективности муниципального земельного контроля.
В мероприятии приняли участие представители минимущества Ростовской области, а также присутствовали представители Родионово-Несветайского, Октябрьского, Азовского, Кагальницкого и Мясниковского районов, уполномоченные на осуществление муниципального земельного контроля.
Участники обсудили актуальные вопросы земельного контроля, единство правоприменительной практики и взаимодействие органов власти и местного самоуправления. Представители федеральных структур дали разъяснения по вопросам своей компетенции, состоялся разбор конкретных ситуаций.
Минимущество Ростовской области продолжает выстраивать системную работу с муниципальными образованиями по повышению эффективности земельного контроля.

В минимуществе Ростовской области закрепили наставника за молодежным министром и обсудили поддержку проекта «Молодой бизнес — малой территории»
✅ 26.10.2026 состоялась рабочая встреча министра имущественных и земельных отношений, финансового оздоровления предприятий, организаций Ростовской области Кирилла Баранчука, молодежного министра имущественных и земельных отношений Ростовской области Пономаревой Алины и председателя молодежного Правительства XII созыва Костромина Кирилла.
📍В ходе встречи обсуждались перспективы системного вовлечения молодежного министра в деятельность минимущества Ростовской области. По итогам обсуждения в качестве наставника за молодежным министром закреплен заместитель министра имущественных и земельных отношений, финансового оздоровления предприятий, организаций Ростовской области Лысенко Петр.
⚡️ Основные направления деятельности в ходе наставничества:
🔹 сопровождение молодежного министра в освоении рабочих процессов;
🔹 содействие в изучении и применении нормативной базы;
🔹 выстраивании взаимодействия с профильными подразделениями.
❗️Отдельное внимание было уделено поддержке реализации конкурсного проекта молодежного министра «Молодой бизнес - малой территории» - развитие молодежного предпринимательства в развивающихся районах»: стороны наметили возможные форматы содействия со стороны министерства, включая экспертную помощь, а также содействие в согласовании отдельных решений в рамках действующего законодательства.
22 октября, по поручению министра имущественных и земельных отношений Ростовской области Кирилла Баранчука проведено заседание рабочей группы по составлению и исполнению консолидированного бюджета, выработке мер по погашению задолженности по доходным источникам от передачи в аренду земельных участков по Цимлянскому району и Цимлянскому городскому поселению. Заседание провел заместитель министра Петр Лысенко.
Рассмотрена задолженность по арендной плате за земельные участки по 11 арендаторам-должникам.
По результатам проведенного заседания даны рекомендации:
🔹 по погашению задолженности по арендной плате за земельные участки в размере 38 млн.руб.;
🔹 по осуществлению взаимодействия со службой судебных приставов по взысканию по исполнительным листам;
🔹 по осуществлению работы по установлению требований в ходе процедур банкротства арендаторов и взысканию текущих платежей;
✅ По поручению министра имущественных и земельных отношений Ростовской области Кирилла Баранчука 22 октября 2026 года проведено заседание межведомственной комиссии по рассмотрению вопросов определения перечня объектов недвижимого имущества, в отношении которых налоговая база определяется как кадастровая стоимость.
⚡️Также на заседании комиссии рассмотрены заявления юридических и физических лиц об исключении объектов недвижимости из перечня. Таким образом, по итогам заседания комиссии, установлен вид фактического использования в отношении 121 объекта недвижимости, в отношении 22 объектов принято решение об исключении из перечня, по 6 объектам в исключении из перечня отказано.

📍В перечень включаются объекты недвижимости, которые соответствуют условиям, установленным пунктами 3, 4, 4.1, 4.2, 5 статьи 378.2 Налогового кодекса Российской Федерации, это офисные и торговые объекты, объекты общественного питания и бытового обслуживания.
❗️Напоминаем, что с 1 января 2026 года на территории Ростовской области налог на имущество организаций исчисляется от его кадастровой стоимости в отношении объектов недвижимости площадью 500 кв.м. и более.
