How the quality index is calculated
Разрешение на строительство теперь запись в реестре С 1 сентября 2026 года по Федеральному закону от 31.07.2025 № 304-ФЗ и Постановлению Правительства от 25.05.2026 № 596 разрешения на строительство и ввод в эксплуатацию подтверждаются записью в госреестре на «Стройкомплекс.РФ». Единой бумажной формы больше нет. • Результат по заявкам, поданным с 01.09.2026, — запись в реестре разрешений на строительство или на ввод. Застройщик получает выписку из реестра. Бумажный бланк не выдаётся. • Разрешения, выданные на бумаге до 01.09.2026, действуют до конца своего срока. Переоформлять их не нужно. Для уже идущих проектов склада, производства или офисного здания ничего не меняется. • Основания для отказа по ст. 51 и 55 ГрК РФ остаются прежними. Но их проверяют по данным ГИС и реестров, а не по копиям документов в заявлении. С 01.03.2026 в заявлении указывают только реквизиты ГПЗУ, заключения экспертизы и правоустанавливающих документов. • Ошибки и расхождения в ЕГРН, в сведениях о ГПЗУ и в заключении экспертизы теперь напрямую блокируют запись в реестре. Банки, подрядчики и контрагенты будут проверять статус разрешения по реестру. До подачи заявки сверьте в ЕГРН и ГИС данные по участку, ГПЗУ и экспертизе, а договоры и графики подачи пересмотрите под выписку из реестра вместо бумажного разрешения.
Разрешения на стройку — только в реестре С 1 сентября 2026 года разрешения на строительство и на ввод в эксплуатацию подтверждаются записью в электронном реестре. Правила ведения реестров утверждены Постановлением Правительства РФ от 25.05.2026 № 596 во исполнение Федерального закона от 31.07.2025 № 304-ФЗ. • Бумажного бланка с подписью и печатью больше нет. Выдачу разрешения подтверждает реестровая запись и выписка из неё. Федеральные реестры ведутся в «Стройкомплекс.РФ». Региональные и муниципальные разрешения учитываются в региональных информационных системах обеспечения градостроительной деятельности. • Изменения в разрешение на строительство (например, продление срока или корректировка параметров склада или офисного здания) вносятся записью в реестр. Раньше для этого переоформляли документ. • Основания для отказа по ст. 51 и 55 ГрК РФ прежние. Орган проверяет их по данным государственных информационных систем, а не по копиям, которые приложил заявитель. Расхождение данных между ГПЗУ, экспертизой и правами в ЕГРН сразу видно в системе. • Ранее выданные разрешения переоформлять не нужно. Но в договорах подряда, кредитных соглашениях и документах для банка-финансиста ссылки на «копию разрешения» уже неактуальны. Подтверждением теперь служит реестровый номер или выписка. Проверьте, как ваши проекты в Москве и Подмосковье отражены в реестре, и приведите шаблоны договоров и пакеты для банков в соответствие с новым порядком.
