How the quality index is calculated

МО МВД России по ЗАТО Комаровский информирует водителей об ответственности за непредоставление преимущества в движении пешеходам или иным участникам дорожного движения (ст. 12.18 КоАП РФ)
Обязанность водителя: уступать дорогу участникам дорожного движения относится к общим обязанностям водителя, предусмотренным разд. 2 Правил дорожного движения. Применительно к данной статье под участником дорожного движения подразумевается лицо, принимающее непосредственное участие в процессе движения, за исключением водителя транспортного средства. Применительно к Правилам дорожного движения под понятием "уступить дорогу (не создавать помех)" понимается требование, означающее, что участник дорожного движения не должен начинать, возобновлять или продолжать движение, осуществлять какой-либо маневр, если это может вынудить других участников движения, имеющих по отношению к нему преимущество, изменить направление движения или скорость. Согласно п. 8.3 и 13.1 Правил при выезде на дорогу с прилегающей территории водитель должен уступить дорогу транспортным средствам и пешеходам, движущимся по ней, а при съезде с дороги - пешеходам и велосипедистам, путь движения которых он пересекает. При повороте направо или налево водитель обязан уступить дорогу пешеходам, переходящим проезжую часть дороги, на которую он поворачивает, а также велосипедистам, пересекающим ее по велосипедной дорожке.
