How the quality index is calculated

Уполномоченный по правам человека в Орловской области заключил соглашение о взаимодействии с региональным отделением Общероссийского общественно-государственного движения детей и молодёжи «Движение Первых».
Документ направлен на развитие сотрудничества в сфере защиты прав и законных интересов детей и молодежи, правового просвещения подрастающего поколения, а также формирования правовой культуры и гражданской ответственности.
В рамках соглашения стороны намерены объединить усилия для реализации совместных просветительских и общественно значимых инициатив, направленных на повышение правовой грамотности несовершеннолетних, информирование детей и подростков об их правах и способах их защиты.
Особое внимание планируется уделять созданию условий для активного участия молодёжи в общественной жизни, развитию правосознания и воспитанию уважительного отношения к правам и свободам человека.
Уполномоченному удалось добиться возбуждения уголовного дела по факту ДТП, в котором пострадал несовершеннолетний.
В адрес Уполномоченного по правам человека в Орловской области обратился гражданин Ф. по вопросу нарушения прав его несовершеннолетнего ребенка, пострадавшего в дорожно-транспортном происшествии.
Установлено, что летом 2026 года в результате наезда транспортного средства ребенок получил тяжкий вред здоровью. При этом сотрудниками полиции было принято решение об отказе в возбуждении уголовного дела.
После вмешательства Уполномоченного следственным управлением УМВД России по г. Орлу возбуждено уголовное дело по признакам преступления, предусмотренного частью 1 статьи 264 Уголовного кодекса Российской Федерации.
В настоящее время по уголовному делу проводятся следственные и иные процессуальные действия, направленные на установление всех обстоятельств произошедшего дорожно-транспортного происшествия.
Ход расследования уголовного дела находится на контроле руководства следственного управления УМВД России по Орловской области и Уполномоченного по правам человека в Орловской области.
Правозащитная деятельность в Орловской области получила высокую оценку на федеральном уровне.
Первый заместитель Руководителя Администрации Президента Российской Федерации Сергей Кириенко отметил высокий уровень организации правозащитной деятельности в Орловской области.
Высокая оценка дана работе, направленной на обеспечение соблюдения прав и законных интересов граждан, восстановление нарушенных прав и содействие в разрешении вопросов, требующих принятия соответствующих мер.
Деятельность в данной сфере способствует снижению социальной напряжённости, укреплению доверия граждан к органам государственной власти и повышению эффективности взаимодействия при рассмотрении обращений и решении вопросов, затрагивающих права жителей региона.
Полученная Благодарность является признанием результатов проводимой работы и подтверждением её значимости в обеспечении прав и законных интересов граждан Орловской области.

Орловское региональное отделение Социального фонда России обеспечивает участников специальной военной операции техническими средствами реабилитации, в том числе протезами с микропроцессорным управлением.
Современные устройства позволяют учитывать индивидуальные особенности движений человека. Благодаря системе датчиков и электронному управлению протез адаптируется к особенностям ходьбы, что способствует восстановлению двигательной активности и повышению качества жизни.
Для приобретения технических средств реабилитации может использоваться электронный сертификат, связанный с картой «Мир». Средства на карту не перечисляются, оплата производится непосредственно при приобретении технического средства в пределах номинала сертификата.
Получить информацию о порядке обеспечения протезами и оформления электронного сертификата можно в Отделении Социального фонда России по Орловской области.

В ходе приема заявители смогли обратиться по вопросам, требующим внимания и содействия со стороны правозащитного института и следственных органов.
По каждому обращению были рассмотрены изложенные обстоятельства и даны соответствующие разъяснения. Вопросы, требующие дополнительной проверки, взяты на контроль в пределах компетенции уполномоченных органов.
Проведение совместных приемов граждан позволяет оперативно рассматривать обращения, требующие межведомственного взаимодействия, и способствует защите прав и законных интересов жителей Орловской области.
