How the quality index is calculated
Делюсь решениями, которые касаются каждого из нас. Партия «Единая Россия» на этой неделе поддержит проект федерального бюджета в первом чтении. И это не просто цифры — за ними стоит наша общая Народная программа.
На её реализацию в ближайшие три года предусмотрено свыше 18 трлн рублей. Приоритеты чёткие и понятные: обороноспособность и безопасность страны, поддержка участников СВО и их семей — их реабилитация, трудоустройство и положенные льготы. Это наш долг.
Особое внимание — социальной инфраструктуре. Нас ждёт масштабная модернизация: строительство и ремонт школ, общежитий вузов и колледжей, больниц и поликлиник. А со следующего года стартует новая программа капитального ремонта детских садов.
Что ещё заложено в бюджете? 🔹 Более 180 млрд рублей — на проект «Формирование комфортной городской среды»; 🔹 4,5 трлн рублей — на дорожное хозяйство; 🔹 Свыше 65 млрд рублей — на обновление общественного транспорта; 🔹 10 трлн рублей — на поддержку семей с детьми и почти 2 трлн — на улучшение их жилищных условий; 🔹 Почти 2 трлн рублей — на проекты технологического лидерства.
Отдельно отмечу поручение Дмитрия Медведева: проработать освобождение регионов от уплаты процентов по бюджетным кредитам. Это позволит ежегодно направлять около 100 млрд рублей на приоритетные направления Народной программы и национальных проектов. Для Кузбасса это реальная возможность ускорить решение насущных задач — от ремонта дорог и обновления транспорта до модернизации больниц и школ.
Бюджет — это документ, по которому мы будем жить три года. Моя главная цель, как депутата, чтобы все заложенные средства дошли до наших жителей.

Госдума утвердила кандидатуры всех вице-премьеров и министра, предложенных главой правительства Михаилом Мишустиным для голосования: Кандидатура министра финансов Антона Силуанова на новую должность вице-премьера с сохранением руководства министерством. Дмитрий Григоренко покинет пост заместителя председателя — руководителя аппарата правительства, на эту должность предложена кандидатура первого заместителя министра финансов Ирины Окладниковой. На место вице-премьера, полномочного представителя президента в Дальневосточном федеральном округе вместо Юрия Трутнева была предложена кандидатура губернатора Приморья Олега Кожемяко. Глава Минтранса Андрей Никитин теперь должен перейти на пост вице-премьера, курирующего в том числе транспортный комплекс. На пост руководителя Минтранса - глава Росавиации Дмитрий Ядров. В Государственной Думе рассмотрен ряд законопроектов, которые коснутся жителей Кузбасса. Публикую краткий обзор ключевых инициатив.
Упрощение прокладки трубопроводов. В первом чтении принят законопроект, упрощающий процедуру установления публичных сервитутов для организаций трубопроводного транспорта. Это ускорит прокладку и ремонт нефте- и газопроводов, в том числе на землях региона, и сократит сроки инженерных изысканий. Кроме того, расширяется круг лиц, имеющих право запрашивать сведения из ЕГРН о правообладателях недвижимости, а зоны с особыми условиями использования территорий будут приводиться в соответствие с новыми правилами Правительства РФ.
Ограничение оборота земель. Во втором чтении одобрен законопроект, который выводит из оборота земли, занятые воинскими захоронениями, и ограничивает оборот участков, занятых объектами пограничного и таможенного контроля в пунктах пропуска. При этом допускается установление сервитута на таких землях для размещения объектов электро-, тепло-, газо- и водоснабжения, а также гражданской обороны.
Поддержка семейного бизнеса. В первом чтении рассмотрен законопроект, позволяющий микропредприятиям (до 15 работников, доход до 120 млн рублей), где не менее половины сотрудников — члены одной семьи, получать статус социального предприятия. Установлен закрытый перечень членов семьи — супруги, родители, дети, братья, сестры, внуки, бабушки и дедушки, усыновители и усыновлённые.
Контроль и надзор без бумаги. В первом чтении внесён законопроект о «безбумажном» информировании бизнеса о профилактических визитах и контрольных мероприятиях — через автоматически формируемые выписки из единого реестра со штрихкодом. Регионы смогут сами определять порядок муниципального контроля и перечень индикаторов риска. Уточняется порядок возмещения расходов свидетелям, специалистам и экспертам, а также присвоения публичной оценки соблюдения обязательных требований.

Сегодня Комитет Государственной Думы по энергетике поддержал законопроект, который повысит уровень антитеррористической защищенности критически важных объектов, в том числе в топливно-энергетическом комплексе (ТЭК). Для Кузбасса, как для крупнейшего промышленного и энергетического центра, эти изменения имеют особое значение.
Согласно новым инициативам, вводится обязанность направлять уведомление в территориальный орган Росгвардии о принятии объекта на охрану и снятии с охраны, и штраф за ненаправление уведомления. Главная цель — отражение атак беспилотных летательных аппаратов (БПЛА), а также защита от подводных и надводных дронов.
Чтобы государство могло эффективно контролировать безопасность таких объектов, вводится строгая система уведомлений.
Законопроект также предусматривает административную ответственность за несвоевременную передачу этих сведений. Ожидается, что новые меры позволят обеспечить бесперебойную работу предприятий и поставку энергоресурсов потребителям.
