Фракция «Новые люди» подготовила законопроект, который предлагает изменить порядок наказания за первые незначительные нарушения правил дорожного движения.
Сегодня за одно и то же нарушение инспектор может вынести предупреждение, а камера автоматически назначает штраф.
Депутат Госдумы Станислав Дружинин предложил устранить эту разницу.
Если нарушение совершено впервые, не причинило вреда и закон уже допускает предупреждение, водитель должен иметь возможность получить его независимо от того, кто зафиксировал нарушение.
За опасные нарушения, включая превышение скорости, проезд на красный свет и выезд на встречную полосу, штрафы сохраняются.
Также партия предлагает: • установить более чёткие правила размещения дорожных камер; • пересмотреть порядок обжалования штрафов, когда знаки не видны или разметка стёрта; • рассмотреть скидки на ОСАГО и транспортный налог для водителей, которые не нарушают ПДД в течение года.
Законопроект о предупреждениях уже направлен на заключение в Правительство РФ. Пока это инициатива, а не действующий закон.
Цель предложений — сделать систему наказаний более соразмерной нарушениям и одновременно сохранить безопасность на дорогах.
