How the quality index is calculated
В Нижегородской области планируют внести изменения в порядок обращения с бездомными животными. Законопроект, регулирующий этот вопрос, был одобрен региональным Заксобранием на первом этапе рассмотрения.
Какие нововведения предполагаются после его принятия: ➕В некоторых муниципалитетах появится возможность вводить режим чрезвычайной ситуации, связанный с проблемой безнадзорных животных, а решение об этом будет принимать губернатор Нижегородской области. ➕Причинами для введения такого режима могут стать случаи нападения животных, повлекшие смерть или серьезные травмы человека, резкий рост численности бездомных животных в два и более раза, а также превышение установленного показателя напряжённости ситуации. ➕В период действия режима бездомных животных будут отлавливать и размещать в приютах, где они смогут находиться не дольше 90 дней. ➕В законопроекте не предусматривается эвтаназия как метод контроля численности животных. Умерщвление возможно лишь для прекращения сильных страданий у животного, которое признано ветеринаром неизлечимо больным или получившим травму, несовместимую с жизнью. ➕Обязательными этапами работы останутся отлов, стерилизация, вакцинация, содержание в приютах и поиск новых владельцев для животных. ➕Особое внимание будет уделено оценке агрессивности животных. В законопроекте под немотивированной агрессией понимается нападение или укусы, не спровоцированные человеком или другим животным и подтверждённые документально.
Вместе с тем, защитники животных и часть жителей Нижегородской области выражают опасения, что новые правила могут привести к жестокому обращению с животными и бесконтрольному применению эвтаназии.
Поправки к законопроекту принимаются до 15 ноября 2026 года. После внесения изменений документ будет повторно рассмотрен во втором чтении.
Кроме того, депутаты намерены обсудить инициативу с общественными активистами и защитниками животных.

Атака БПЛА на столицу началась вечером 29 октября. В период с 23:06 до 23:35 мск силы ПВО уничтожили 22 дрона, летевших в сторону Москвы. В ночь на 30 октября, с 1:40 до 5:21 мск, были сбиты еще 62 беспилотника. В 7:15 Собянин сообщил еще о 25 уничтоженных дронах.

Ozon понёс убытки в размере 30 млрд рублей из-за атак беспилотников.
В эту сумму вошли утраченные товары, вышедшее из строя и обесценившееся оборудование, а также прочие затраты. Некоторые риски были застрахованы, и сейчас компания ведёт переговоры с страховщиками о возможных компенсациях, однако конкретные суммы и сроки пока не определены.
Тем временем бизнес продолжает приносить прибыль: в третьем квартале 2026 года чистая прибыль Ozon достигла 3,7 млрд рублей, а выручка увеличилась в 1,6 раза по сравнению с прошлым годом, составив 421,2 млрд рублей.

Дзержинскую больницу №7 и госпиталь ветеранов войн им. Самарина планируют объединить с БСМП под началом последней. Такое решение ожидается на уровне области. Об этом сообщил главврач больницы скорой медицинской помощи Михаил Гуткин в недавнем интервью «Дзержинским ведомостям».
Медик пояснил, что объединение пойдет на пользу пациентам. БСМП и госпиталь, по сути, уже работают в тесном тандеме, пока они разделены только юридически.
Слияние больниц — общеобластная тенденция в нашем регионе. В последнее время в разных районах возникли медцентры из нескольких больниц. В Дзержинске тоже уже работает свой ММЦ (бывшая больница №2), в который вскоре должны перейти больница №1 и Володарская ЦРБ.
Станет ли от этого лучше пациентам, они скоро поймут сами. Одновременно с объединениями некоторые эксперты называют их причины — попытка сэкономить на расходах и дефицит кадров, который мнимо закрывается, если из трех больниц сделать одну.
