Key statements by President of Russia Vladimir Putin at the press conference following the Third Russia-Africa Summit, with education and the Russian language receiving particular attention:
Russia “has always been there, providing assistance in the struggle of African peoples against colonial oppression, comprehensively and selflessly supporting the countries of the continent in their pursuit of freedom and genuine independence, sovereign development and the right to choose their own political and socio-economic models.”
“Russia has been and remains interested in seeing African countries protect their sovereignty, grow confidently, and strengthen their economies and social sectors.”
“Cooperation in the field of education is broad and comprehensive. Almost 40,000 African students are currently studying at Russian universities, while more than 300,000 Africans have received university degrees in Russia.”
“Branches of leading Russian universities and open-learning centres are being established on the continent, helping to promote the Russian language and culture.”
“Russia supplies effective medicines, provides mobile laboratories, and conducts joint exercises on responding to outbreaks of infectious diseases.”
The humanitarian and educational agenda was a central theme in the speeches of most heads of African delegations. In his address, President of Madagascar Michaël Randrianirina welcomed the recent opening of a partner Russian House in his country. According to him, this “contributes to cultural, linguistic and educational exchanges between our peoples.”
The Third Russia-Africa Summit was held in Moscow on 28–29 October. Delegations from 48 of the 54 African countries took part, including 22 heads of state. The Summit resulted in the adoption of the Declaration of the Third Russia–Africa Summit, the Declaration on Cooperation in the Field of Civilian Applications of Artificial Intelligence Technologies, and the Action Plan of the Partnership Forum for 2027–2029, which includes the expansion of youth exchanges, volunteer missions and cross-years of culture.
A joint stand of Rossotrudnichestvo and the Autonomous Non-Profit Organisation “Eurasia” (ANO Eurasia) was operating at Gostiny Dvor under the concept “A Territory of Traditional Values, Respect and Good-Neighbourliness.” Visitors were offered a Eurasia Traveller’s Passport featuring various tasks and stamps.
A key element of the stand was the Agency’s Project Office. Initiatives collected there will have an opportunity to receive support in the form of microgrants. Funding will become available in 2027.
